Mandate
The Expert’s mandate was again renewed on 26 September 2019 through Resolution A/HRC/RES/42/2
On 29 September 2017, the Human Rights Council requested the High Commissioner (through Resolution A/HRC/RES/36/31) to “establish a Group of Eminent International and Regional Experts on Yemen.The Experts’ mandate was renewed on 28 September 2018 through Resolution A/HRC/RES/39/16.
The following is the mandate to the Group of Eminent Experts on Yemen:
- Monitor and report on the situation on Human Rights in Yemen
- Carry out a comprehensive examination of all alleged violations and abuses of international human rights and other appropriate and applicable fields of international law committed by all parties to the conflict since September 2014, including possible gender dimensions of such violations,
- Establish the facts and circumstances surrounding the alleged violations and abuses
- Identify those responsible for the violations, where possible.
- Make general recommendations on improving the respect for and protection and fulfilment of human rights
- Provide guidance on access to justice, accountability, reconciliation and healing, as appropriate
- Engage with Yemeni authorities and all stakeholders, in particular relevant United Nations agencies, the field presence of the Office of the High Commissioner in Yemen, authorities of the Gulf States, and the League of Arab States with a view to exchanging information and providing support for national, regional and international efforts to promote accountability for human rights violations and abuses in Yemen
- Submit a written report to the High Commissioner by the time of the forty-second session, to be followed by an interactive dialogue.
Call for Submissions
The Group of Eminent Experts on Yemen invites interested individuals, groups and organisations to submit information and/or documentation relevant to its mandate as outlined above, in particular on allegations of human rights violations and abuses and international humanitarian law violations committed in Yemen since September 2014.
The Group of Eminent Experts accepts submissions in the English and Arabic languages at: GEE_Yemen@ohchr.org.
The final deadline for information is 1 June 2020.
Submissions should include the name(s) and contact details of the author(s).
Submitting entities/individuals should specify if their submissions, or parts of them, should be treated confidentially, and if so, which.
Please note that individual acknowledgements of receipt of information will not be sent to the author(s) unless specifically requested.

- Privileges, immunities and facilities:
- The GEE shall enjoy the privileges and immunities accorded to experts on mission under Article IV of the 1948 Convention on Privileges and Immunities of the UN, and the OHCHR staff of the GEE shall enjoy the privileges and immunities of officials under Article V and VII of the Convention in the implementation of this mandate.
