HRITC calls on the Office of the United Nations High Commissioner for Human Rights to support NGOs in various parts of Yemen

Geneva:

In a recommendation made today, Friday 19 June 2020, Human Rights Information and Training Center HRITC, the regional network for human rights activists and My Rights (Haqqi) Center for the Defense of Rights and Freedoms in the resumed 43 session of the Human Rights Council in Geneva to enhance the support of the High Commissioner for Human Rights to Yemeni organizations in all Yemeni cities in the framework of technical support And raising the capabilities it offers to Yemen, this came during the intervention made by Mr Hani Al-Aswadi.

The statement presented before the plenary session of the Human Rights Council pointed to the weak technical and technical support provided by the High Commissioner for Human Rights in Yemen, especially in support of civil society organizations that are the cornerstone of monitoring and documenting human rights violations. Where personnel should be rehabilitated and raised their capabilities and provide the necessary assistance for them to be able to document and limit violations in order to achieve the principle of fairness and to ensure that criminals do not go unpunished.

Statement of HRITC, a regional organization with consultative status with United Nations bodies and agencies, stated that the Human Rights Council adopted in the 42nd session Resolution 42/31, which stipulates that the Office of the High Commissioner for Human Rights will provide technical and technical support to Yemen and raise its human rights capacities;

The intervention stated that the High Commissioner was unable to provide adequate support to Yemeni civil society organizations, especially in the Houthi-controlled areas, except for organizations that have the support of that militia, and remained scarce in other regions. during the previous period and for a period of 9 months the director of the UNHCR country office was unable to In Yemen from visiting the Houthi-controlled areas, including the UNHCR office in the capital, Sana’a, and the commission has not issued a position condemning this ban, which is a real violation;

The surprise was that he changed this circumstance to increase the circumstances of the extent of submission to the influence and power of the militia.

Which encouraged the Houthi group to persist in continuing violations and lack of respect for any presence of international organizations until it came to controlling international aid and passing laws and regulations that enshrine those violations and try to legitimize them.

 In your 42nd session, Your Honorable Council adopted Resolution 42/31, which stipulates that the High Commissioner for Human Rights will provide technical and technical support to Yemen and raise its capabilities in the field of human rights in light of the continuation of the war and the parties to the war, led by the Houthi militias, have approved laws and regulations that consecrate these violations and try to legitimize on her.

 

  In this path, it is necessary to point to the weak technical and technical support provided by the Office of the High Commissioner for Human Rights in Yemen, especially in supporting civil society organizations that are the cornerstone of monitoring and documenting human rights violations and whose personnel should be rehabilitated and strengthened so that they can document and limit violations in order to achieve the principle of fairness And to ensure that criminals do not go unpunished.

Mr president,

During the previous 9-month period, the head of the UNHCR country office in Yemen was unable to visit the Houthi-controlled areas, including the capital, Sanaa, and the commission did not issue a position condemning this ban, which is a real violation;

 

Which encouraged the Houthi group to persist in continuing violations and lack of respect for any presence of international organizations until the matter came to control international aid, we are confident that the weak international position helped this group to violate the existing one;

  UNHCR has been able to provide real support to Yemeni civil society organizations in those areas only to organizations that have the support of these militias, and support has remained scarce in other regions.

 

We therefore recommend:

By strengthening the support of the High Commissioner for Human Rights for Yemeni organizations in all Yemeni cities within the framework of technical support and raising the capacities provided to Yemen.
