The Human Rights Information and Training Center (HRTC) revealed in its semi-annual report on the humanitarian situation in Taiz Governorate that the Houthi militia ranked first among the perpetrators of violations against the population of Taiz.
The report confirmed the documentation of 97 violations against civilians during the first half of 2026, committed by multiple parties, with the Houthi militia accounting for the largest number.
According to the report, prepared by a field team monitoring violations in the governorate, the Houthi militia committed 58 violations between January 1 and June 30, 2026. Unknown armed men committed 25 violations, while armed groups operating outside state authority committed 6 violations. Members of the National Resistance Forces affiliated with Presidential Leadership Council member Tariq Saleh committed 6 violations. The report also documented one violation committed by members of the government forces and another by a government official.
Right to Life
The report documented the killing of 21 civilians during the monitoring period, including 14 men, 4 women, and 3 children.
The Houthi militia was responsible for the killing of 8 civilians, including 3 women and 2 children. Five civilians, including three women and one child, were killed by Houthi snipers. Two civilians were killed by direct gunfire, while a child was killed by a landmine planted by the militia.
Armed groups operating outside state authority were responsible for the killing of two civilians, including one child. One was killed by direct gunfire, while the other was stabbed with a sharp object.
Unknown armed men were responsible for the killing of 10 civilians, including one woman. Four civilians, including the woman, were killed by direct gunfire, while six others were killed by a hand grenade.
Members of the National Resistance Forces affiliated with Tariq Saleh were responsible for the killing of one civilian by direct gunfire.
The field team also documented 24 cases of civilian injury, including 13 men, 5 women, and 6 children.
The Houthi militia was responsible for the injury of 14 civilians, including two women and five children. Eight civilians, including three children and two women, were injured by sniper fire. A child was injured by a landmine explosion, another civilian was injured by a drone-launched projectile, and another child was injured by remnants of a projectile. In addition, three civilians were injured by direct gunfire.
Armed groups operating outside state authority were responsible for the injury of 4 civilians, including one child. Three of them were injured by direct gunfire, while the child was injured in a stabbing incident.
Unknown armed men caused injuries to 3 civilians: one was injured by a hand grenade explosion, while two were injured by direct gunfire.
Meanwhile, the National Resistance Forces affiliated with Tariq Saleh caused injuries to 3 civilians through direct gunfire.
Multiple Violations
The report confirmed the continuation of various violations against civilians in Taiz during the first half of the year, including kidnapping, enforced disappearance, assassinations, arbitrary detention, siege, and violations of freedom of opinion and expression.
The report documented one kidnapping case committed by armed men affiliated with the Houthi militia.
It also documented one case of enforced disappearance committed by Houthi-affiliated armed men. The case involved the transfer of four detainees from Houthi detention facilities in Al-Saleh City in the Al-Hawban area to an unknown location.
The report documented 6 cases of assassination and attempted assassination, including four assassinations and two attempted assassinations. Unknown armed men were responsible for five of these incidents, while a Houthi-affiliated armed man was responsible for one assassination.
The report also recorded one case of detention carried out by the National Resistance Forces affiliated with Tariq Saleh. The detention involved at least four civilians, in addition to the detention of other individuals in the Al-Suwaida area, who were transferred to a school being used as a military barracks.
The report further documented one case of siege imposed by the Houthi militia, involving the closure of the eastern entrance to Taiz City and the suspension of the movement of travelers, vehicles, and commercial trucks. The entrance was reopened approximately half an hour later following pressure from residents.
Freedom of Opinion and Expression
In the area of freedom of opinion and expression, the report documented 4 cases.
Unknown armed men were responsible for two of these cases, while one case was committed by a government official and another by members of the government forces.
Civilian Objects and Property
The Center’s field team documented 38 cases of violations affecting public and private property, including 5 cases involving public property and 33 cases involving private property.
The Houthi militia was responsible for 3 violations affecting public property. These included partial damage caused by a drone strike, damage to a road-construction machine as a result of a drone attack, and the blowing up of the Kamb Al-Rous Bridge.
The report also documented two cases involving public property attributed to unknown armed men. One involved the demolition of the fence surrounding the headquarters of a branch of the General People’s Congress, while the other involved the detonation of a military vehicle.
Houthi violations affected 29 cases involving private property, including 13 homes, 14 vehicles, and two other types of property.
Four homes were completely destroyed and nine were partially damaged as a result of intense Houthi shelling. Nine vehicles were partially damaged and four were completely destroyed as a result of the shelling. In addition, a dump truck was destroyed by a landmine explosion.
The Houthi militia also caused the death of a number of sheep and disrupted the movement of transport trucks.
The report documented 3 cases involving private property attributed to unknown armed men. These included a vehicle being completely destroyed by an explosive device, the burning of another vehicle, and the looting of a motorcycle and personal mobile phones.
Meanwhile, the National Resistance Forces affiliated with Tariq Saleh were responsible for one case involving the partial damage of a private vehicle.
According to the report, these figures reflect the continued exposure of civilians in Taiz to multiple risks during the first half of the year, amid ongoing sniper attacks, shelling, landmine incidents, assassinations, security violations, damage to property, and restrictions on the movement of people and goods, further complicating the humanitarian situation in the governorate.
