Preface to the Second Edition
We put in the hands of Arabic readers, and in an effort to follow the latest developments in the field of regional protection of human rights, the second edition of the book: “Al-Mukhtar” Selection from Studies of Regional Protection of Human Rights.
We have added a number of studies that had already been published at the time, to include them in the first edition. This second edition also includes a new group of studies that have been published in the past few years.
We would also like to point out that we have replaced the old references for these studies with new ones, even if they were issued after the dates of publication of these studies so that the reader will be kept informed of the latest legal publications, and the details of these new references will be clarified and referred to them later in brief.
As for the studies that have been added to this new edition, they are:
1- “Respect for the“ rule of law ”in rulings of the European Court of Human Rights, wiretapping, a violation of the rule of law (2009).
2- The Council of Europe Convention against Human Trafficking (2017).
3- The entry into force of Protocol No. 16 to the European Convention on Human Rights (2018).
4- The Council of Europe Convention on the Protection of Children from Sexual Exploitation and Abuse (2018).
5- Council of Europe and Anti-Corruption Organization (2019).
6- Restriction and violation of fundamental rights and freedoms: the European Convention on Human Rights as an example (2020).
7- The right to asylum or the right to asylum? European countries model (2020).
8- Council of Europe Organization and Protection of the Rights of Persons with Disabilities (2020).
We want to point out that this second edition is published as the first electronically, but this time in cooperation with Human Rights Information and Training Center in Yemen, with which it has previously and still cooperated, since the nineties of the last century. I took the opportunity to thank my dear brother and friend Professor Ezzadin Al-Asbahi, founder of the center, the former minister of human rights in Yemen, and the current ambassador of Yemen in the Kingdom of Morocco, for his efforts and his suggestion to publish this second electronic edition as part of the recent publications of the Human Rights Information and Training Center – HRITC. I also thank the center’s staff for their efforts to publish this edition.
We hope that this edition will contribute to increasing readers ’knowledge of regional protection of human rights and enhance their interest in it. Tomorrow we will find among them those who write and publish about it, because the Arab legal library needs more research, studies and literature on this regional protection distinguished by the effectiveness of its various mechanisms.
